The President is elected not directly by the people but by members of electoral college consisting of:

● the elected members of both the Houses of Parliament;

● the elected members of the legislative assemblies of the states; and

● the elected members of the legislative assemblies of the Union Territories of Delhi and Puducherry.

● The Constitution provides that there shall be uniformity in the scale of representation of different states.

● There shall also be parity between the states as a whole and the Union.

● The President’s election is held in accordance with the system of proportional representation by means of the single transferable vote.

● The voting is done by secret ballot.

Value of vote:

● Every elected member of the legislative assembly of a state shall have as many votes as

o there are multiples of one thousand in the quotient obtained by dividing the population of the state by the total number of the elected members of the assembly.

● Every elected member of either House of Parliament shall have such number of votes as

o may be obtained by dividing the total number of votes assigned to members of the legislative assemblies of the states by the total number of the elected members of both the Houses of Parliament

● A total of 4896 members participated in the election of President in 2017.

राष्ट्रपति का चुनाव प्रत्यक्ष रूप से जनता द्वारा नहीं, बल्कि निर्वाचक मंडल के सदस्यों द्वारा किया जाता है, जिसमें शामिल होते हैं:

● संसद के दोनों सदनों के निर्वाचित सदस्य;

● राज्यों की विधानसभाओं के निर्वाचित सदस्य;

● दिल्ली और पुदुचेरी के केंद्र शासित प्रदेशों की विधानसभाओं के निर्वाचित सदस्य।

● संविधान यह प्रावधान करता है कि विभिन्न राज्यों के प्रतिनिधित्व के पैमाने में समानता होनी चाहिए।

● राज्यों के समग्र रूप से और संघ के बीच भी समानता होनी चाहिए।

● राष्ट्रपति का चुनाव एकल संक्रमणीय मत (single transferable vote) के माध्यम से आनुपातिक प्रतिनिधित्व की प्रणाली के अनुसार होता है।

● मतदान गुप्त मतदान (secret ballot) द्वारा किया जाता है।

मत का मूल्य (Value of vote):

● किसी राज्य की विधानसभा (legislative assembly) के प्रत्येक निर्वाचित सदस्य के पास उतने मत होते हैं जितने

o राज्य की जनसंख्या को विधानसभा के निर्वाचित सदस्यों की कुल संख्या से भाग देकर प्राप्त भागफल (quotient) में एक हजार के गुणक होते हैं।

● संसद के किसी भी सदन के प्रत्येक निर्वाचित सदस्य के पास उतने मत होते हैं जितने

o राज्यों की विधानसभाओं के सदस्यों को आवंटित कुल मतों को संसद के दोनों सदनों के निर्वाचित सदस्यों की कुल संख्या से भाग देकर प्राप्त होते हैं।
